In
July of 2005, The Rocky Point Animal Adoption
Center (RPAAC) and another animal shelter were effectively
closed by Mexican authorities. The authorities removed
all of the dogs and disposed of them in the desert. The
following day a veterinarian euthanized the animals.
THE
STORY: Below is the heartfelt entry of Nancy
Phelan, caretaker of the Rocky Point Animal Adoption Center.
Before you read, I must warn you, this is very graphic
and very disturbing.

her own words:
THE
HAMMER Thursday (July 28th) about 9:30 a.m. I
heard the dogs barking and looked outside. What a sight.
Three (3) police cars, several city vehicles and a large
truck that the city uses to round up 50 - 100 dogs per
day. The animals are immediately beaten to death and buried
in the desert. There were also about 4 young teenagers
that they use to beat the animals with poles and sticks.
They broke the lock on my front gate and entered the property
hitting and rounding up the dogs. I finally found the
key to my front door and went outside screaming at them
to stop. They entered my patio as I tried to toss puppies
and a dog into the house. They told me that if I did not
get the animals out they would break down my front door.
They threatened several times to throw me in jail so I
tried to be calm .I gave them the animals -saving a Chihuahua
and her 4 new pups that are now with a friend. I have
pictures and you can see them laughing and trying to hide
their faces. They took 13 dogs. These dogs were healthy,
vaccinated and had been sterilized. One was on Chemotherapy.
A friend and I followed them to see where they were taking
the dogs. It is a salvage yard with no place for the animals
so they stayed in the truck. I went back and gave them
food and water but knew they would not last long in this
heat. I had a Mexican veterinarian go over the next evening
and put them down humanely as to stop them from being
beaten to death. It is one of the hardest things I have
ever had to do. Their eyes haunt me.
They
told me that I could keep one dog so I did get Canella
- my oldest rescue. Later I found that one of the kids
had left his hammer on the ground near a yard where one
dog is missing and I never did see her again. The Veterinarian
had put down 11 dogs humanly with 2 injections each.
There
is so much more to this story. They are going to watch
me very closely. This morning I went outside and found
a small bucket with puppies in it outside my gate. I took
them in and found 3 puppies dead in a black bag with the
live 5 ones on top. They will be checking on me constantly
and the only future for these animals is the HAMMER.
This
horrible torture has to stop. When I asked why I could
have only one dog when the law says an individual can
have 2 for each house on the property. (I have 3)- his
answer was Mexican laws do not apply to Americans. I have
a Mexican corporation and my fm3 . And that costs me$250
per year.
We
need to get this story out. Thousands of Americans are
spending million of dollars on real estate down here completely
oblivious to what is really going on. Please help if you

As
a pet owner and animal lover, I am begging you, PLEASE
DO NOT BRING YOUR PETS TO ROCKY POINT. Now that
the animal shelters are closed, there is no chance, whatsoever,
of getting your dog or pet returned. None.
In
the past, if you lost your pet, there was a chance you
could get your pet back. A lot of residents and visitors
knew the shelters existed. If the pet was found with a
collar or tag, they could drop the dog off at the shelter
and the shelter would do whatever they could to reunite
the dog with the owners. Well, after the shutting down
of the animal shelters, there is no where now to turn
for help. The authorities will allow RPAAC one (1) pet
on her property. So there isn’t even a “temporary”
shelter for your pet. That means if you lose a pet, there
is no where to report that you lost it and there is no
where for anyone to take the pet to, if it is found.
WHAT
YOU CAN DO TO HELP:
If you find a stray, sick or injured animal you can contact
the Servicios Publicos (Public Services). They will send
someone out to retrieve it. The animal will be “sacrificed”
because the city does not have a shelter to take it to.
If you do not want to call the Public Services office,
you can call Dr. Marco Hernandez. He will pick up the
animal and treat it and return it to the site, or humanely
euthanize the animal if necessary. You can contact Dr.

If
you have been to Rocky Point or live part of full time
in Rocky Point, please sign the petition below. By signing
and returning the petition you are sending a message that
you are concerned about the welfare of the animals in
Rocky Point. There are many animal lovers out there, but
it is very important that ONLY people who have seen the
terrible state of the street animals in Rocky Point sign
